The Canadian Journal of Communication (CJC) Policy Portal seeks submissions for Policy Portal 4, focusing on the theme of “regulation.”

Regulation of communication and “big tech” platforms is a pressing issue, with numerous government investigations in Canada, the United States, and the European Union deliberating how to regulate along several vectors: anti-trust law to break up the monopoly power of platform giants; development of robust and actionable privacy enforcement; content moderation to stem propaganda, hate speech and extremism; AI regulation; algorithmic accountability and transparency; digital literacy initiatives; and ethical design principles for platforms.

With a focus on interdisciplinary and intersectional approaches to regulation, papers can be directed toward current Canadian or global initiatives or be comparative in scope.
Papers can offer an analysis and critique of specific or proposed legislation, investigations, or case studies; provide an analysis and critique of structures of participation in policymaking; and/or provide an analysis of public interest and advocacy campaigns.

Specific topics may include, but are not limited to:

  * access and digital inclusion (affordable broadband in urban, rural, and remote communities)
  *   AI, algorithmic transparency
  * antitrust enforcement (digital monopolies, platform companies and capitalization)
  * content regulation (hate speech, online harms, mis/disinformation, production and distribution of Canadian cultural content, Canadian Broadcasting Reform Bill)
  *   copyright and online intermediaries
  *   data justice initiatives
  *   net neutrality
  * privacy (modernization of legislation, consumer data privacy, facial recognition AI, “smart” cities)
  * technologically facilitated gender-based violence (TFGBV)
  *   wireless competition and pricing

Authors are encouraged to contact Leslie Shade, CJC Policy Portal Editor (leslie.shade at utoronto.ca<mailto:leslie.shade at utoronto.ca>) if they have any questions.
